Free Octoberfest Dress
2. Go to this link:

3. You should see a puzzle piece on the right of the page, click on it.
Since this is the last piece, you should find the dress in a Starplaza bag in your Suite.. :)
Note that it might take some time for the item to appear in your suite.
P.S. If you can't find the puzzle piece, try zooming in/out the page by holding Ctrl and clicking +/- on your keyboard.
